Referee Assessment


The State Director of Assessments (SDA) is responsible for developing an assessor network and overseeing the assessment needs of the STSR.

1. Developmental Assessments

Developmental Assessments are used for any grade 9,8 and 7 referee to have a look at the games you are doing, and help you develop better techniques and habits. State Referees should utlize Grade Maintenance or Uprgrade assessments. Developmental assessments can be used for brand new referees, or referees that have been officiating for a long time. There is no score, no pass / fail. The assessor will provide you with some points you are doing well, and provide some suggestions and suggested techniques about what you could do differently to improve your officiating. These assessments are used to develop your skills.


Developmental Assessments may be requested using the "I want to"  - Request an Assessment on your home page after signing into your STSR account. Select Assessment Type: Developmental. The charge is $20.00 if you request this type of assessment. Be sure to have a game scheduled with your assignor at least 10 days in the future for this assessment. Specify that game date, time and location on the assessment request form. Once you pay for the assessment, your District Director of Assessments will schedule an assessor for that match. You will be informed by email.

Your assignor may also request that an assessor provide a developmental assessment on one or more of your games. In addition an assessor may be out at the fields, and decide to provide you a developmental assessment. These types of assessments not requested by you through the system are free.

2. Grade 6  State Referee Assessments

Grade 6 is an advanced Referee grade and is the first of two State Referee Grades that can be attained.

All assessments must be on USSF Sanctioned matches with registered officiating crews and providing a "Sufficient Test" of ability for the target Grade.Two failing assessments in a calendar year require withdrawal from certification as a Grade 6 for badge year with registration as a Grade 7.

A Referee registering for Grade 6 must complete the following:

  1. Attend and pass the Annual State Referee clinic and State Referee Test with a score of at least 80. For upgrading referees the content MUST include the US Soccer Grade 6 lesson material.
  2. Passing a Grade 6 Interval Fitness test within the current Registration Period (July-June). Click here to view information about the Grade 6 Fitness test.
  3. Upgrade Only: Must be a Grade 7 referee for a minimum of 1 year. Turn in a Game Record of 50 USSF Sanctioned Games as a Referee and 25 as an Assistant Referee. Click here to download a sample of the Game Log you need to turn in.
  4. Passing the 3 required Grade 6 Assessments. The assessments must be on USSF sanctioned games with half length of at least 40 minutes providing a "sufficient test" of ability. You normally will not be required to order or pay for your Grade 6 Assistant Referee assessment. Work with your assignor to get scheduled on a game where the referee is being assessed for a Grade 6 Upgrade or Grade 6 Maintenance. You must notify the assessor prior to the start of the match concering the target grade of your AR assessment. The whole crew will be assessed.  After the match, you will be told if you passed or failed. If you  passed the Assistant Referee assessment, record it in your account by using the "I Want to: Record my State AR assessment" on your home page.  You will need the game date and the Game Officials number that you received by email from the Assessor .

3. Grade 5  State Referee Assessments

 Grade 5 is the highest State Referee Grade and the referee pool where the selection is made for National Referees and Assistant Referees each year by the US Soccer selection committee for the following year. Grade 5 Referees not selected to be a National Referee within 3 years of becoming a Grade 5 are expected to downgrade to Grade 6.

All assessments must be on USSF Sanctioned matches with registered officiating crews and providing a "Sufficient Test" of ability for the target Grade.

A Referee registering for Grade 5  must complete the following:

  1. Attend and pass the Annual State Referee clinic and National Referee Test with a score of at least 80. For upgrade the clinic must include the US Soccer Grade 6 lesson material.
  2. Passing a Grade 5 Referee or AR Interval Fitness test within the current Registration Period (July-June). Click here to view information about the Grade 5 Interval Fitness test.
  3. Upgrade Only:  Must be a Grade 6 referee for at least 1 year. Turn in a Game Record of 100 USSF Sanctioned Games as a Referee and 50 games as an Assistant Referee. 30 of the 150 games must be on adult matches.  Click here to download a sample of the Game Log you need to turn in.
  4. Recertification or Regain Grade: Participate in at least one Referee event outside of Texas South such as DA, ECNL, Dallas Cup or other event approved by the SRA.
  5.   Three (3) passing National assessments, as a Referee by three (3) different National Coaches with 2 being on USSF Sanctioned Adult matches and one on a USSF sanctioned youth game 18 years or older.  One (1) passing Grade 5 assessment as an Assistant Referee by a National Coach on USSF Sanctioned Adult or Youth games with at least 40 minute halves. 4. Assessment FAQs

  • An upgrading candidate can use a passing upgrade assessment for Grade maintenance.
  • There is no requirement that a maintenance assessment must be done prior to an upgrade assessment.
  •  An assigned assessment request number at State Cup matches would give the referee(s) a higher priority in assigning an assessor for the level and category of assessment. Priority on assessments for the State Cup events is based on referee grade and then upgrade. i.e. National, Grade 5, Grade 6.
  • Assessments are done as per the request. i.e Maintenance, Upgrade or Developmental.
  • If an upgrade assessment is requested it can be changed to maintenance prior to the match, but not after the match has begun. As an example, an upgrade assessment request is not given an Upgrade Result due to the match not being competitive for the target grade. It could have a passing score 70+, but cannot be used for existing Grade maintenance since that was not the purpose of the assessment.
  • If the upgrade result was given on the assessment, it could be used in the same badge year for Grade maintenance.

    Please note, that an Assessor mileage fee for travel
    to and from the match may be charged to you for the assessment.

     

6. Assessments done out of South Texas

  • Pre-Approval of the SDA is required.
  •  Notification of travel, at least ten (10) business days prior to the match/tournament, to the SRA (using the web based Travel Notification Form)
  • Use of National Assessors only. No State or Grade 7 Assessors for Maintenance or Upgrade assessments.
  • For the type of games that count for assessements, refer to the assessment information above.
    If it is State upgrade on youth games, it has to be 80-minute game and the Assessor must, specifically, indicate on the feedback that the game met the sufficient Test criteria for the upgrade to State 6.
