 New State Referee Committee Members Appointed

STSR is pleased to announce that new Program Directors and District Representatives have been appointed to positions in STSR.

STSR Fitness Test Requirements changed for 2016 Grade 7+ / State (Grade 6) Referees, and Referees in Development Academy or wanting PRO and higher level game experience 

Now that you State and Grade 7+ Referees have gotten used to the new Sprint/Interval tests in 2015, USSF and STSR have raised the bar for 2016 registrations. This was done to recognize the fitness requirements for Grade 7+ and State referees game assignments, as well as putting our advanced referees on a path to meet the requirements of even higher game assignments as their Referee career advances.

USSF has changed the State Referee Fitness Test Requirements from a 10 second sprint time and 40 second run, 40 second walk interval times for 2015 registrations to 6.6 seconds on the sprint and 35 seconds on the run and 40 seconds on the walk interval times.  Furthermore, the STSR State Referee Committee voted to change the State Sprint requirement to a bit more challenging 6.4 seconds at the May 2015 SRC meeting so that State Referees have a better chance of meeting the higher level game requirements. These changes are effective July 1st, 2015.

The Grade 7+ Fitness test requirements have been changed to 7.5 seconds on the Sprints and 35 seconds on the run and 40 seconds on the walk portions of the Interval Test. These changes are effective July 1st, 2015.

STSR will also be offering more Advanced fitness tests for Developmental Academy, PRO Game assignment group,  Select USSF Game assignment group, and those planning National Candidate Submission with requirements found here.

Fitness tests will start being offered in the large cities (Austin,Houston, San Antonio) in September. Contact your local district director of Instruction concerning fitness test plans in your district, if you don't see a fitness test posted.

These new requirements are more difficult to meet, without regular exercise and practicing the fitness test. Districts are urged to provide some practice sessions for area referees where ever possible.

STSR is looking for volunteers to fill three Program Director positions and four District Representative positions on the State Referee Committee

    2. District 3 Representative - Serving the Greater Austin area, Killeen, Temple, San Marcos)
    3. District 4 North  Representative - Serving Greater Corpus Christi and Laredo areas
    4. District 4 South Representative - Serving the McAllen, Brownsville and Harlingen areas

 State Director of Assessment (SDA) Overview

Manages and Directs the STSR Assessment program and oversees all certified assessors working in South Texas.

Appointment

  1. Appointed by the State Referee Administrator with the approval of the National Director of Assessments.  Serves for a period of two years and may be reappointed.
  2. Shall be subject to an annual performance evaluation conducted by the SRC.

Responsibilities

  1. Reports to State Referee Committee Chair/SRA.
  2. Implements and administers the STSR Referee Assessment Program as directed by USSF.
  3. Responsible for the verification of assessments to the SRA.
  4. Responsible for evaluation of referee assessors and recommendation for recertification and/or promotion.
  5. Responsible for appointment of individuals to serve in each District.
  6. Keeps complete records of all referee assessments by referee and assessor.
  7. Responsible for implementing State Referee Development Committee programs concerning the assessment program.
  8. Processes all paperwork in a timely manner.
  9. Works in conjunction with the SDI in the development of clinics for the recertification and upgrade of assessors.  Works in conjunction with the SDI for the development of assessor training programs.
  10. Develops and submits an annual operational budget for the registration and administration program to the State Referee Committee.

 State Director of Instruction (SDI) Overview

Manages and Directs the STSR Instructional program and oversees all certified instructors working in South Texas.

Appointment

  1. Appointed by State Referee Administrator.
  2. Shall be subject to an annual performance evaluation conducted by the SRC.  Serves for a period of two years and may be reappointed.

Responsibilities

  1. Reports to State Referee Committee Chair/SRA.
  2. Responsible for implementing State Referee Development Committee programs.
  3. Responsible for establishing training programs that are in compliance with USSF policy.
  4. Responsible for ensuring instructors are provided periodic training.
  5. Responsible for evaluation of referee instructors and recommendation for recertification and/or promotions.
  6. Responsible for overall administration of the STSR Referee Instruction Program.
  7. Responsible for the appointment of individuals to serve in each District.
  8. Responsible to recommend an individual to establish and monitor an instruction program for non-English speaking referee development, as required.
  9. Responsible for the recommendation of an individual to serve as the Director of Indoor Instruction, as required.
  10. Processes all paperwork in a timely manner.
  11. Ensures that periodic clinics, a minimum of one per year, are held in all districts coordinated and administered by the District Instructors.
  12. Holds or sponsors advanced-instruction clinics as the need arises. Clinics are to include, but are not limited to referees, instructors, assessors and assignors from entry through advanced levels.
  13. Responsible for the verification of instruction to the SRA.
  14. Develops and submits an annual operational budget for the registration and administration program to the State Referee Committee.

 

 State Assignor & Mentor Coordinator (SAMC) Overview

Appointment

1.      As per USSF policy:  Appointed by the Texas State Soccer Association – South President and South Texas Youth Soccer Association President with the advice of the State Referee Committee.  Serves for a period of two years and may be reappointed.

2.      Shall be subject to an annual performance evaluation conducted by the SRC.

Responsibilities:

1.      Reports to State Referee Administrator.

2.      Implements and administers the Referee Assignor and Mentoring Program as directed by TSSAS/STYSA/USSF.

3.      Process all paperwork in a timely manner.

4.      Works in Conjunction with the SDI in the development of clinics for the recertification and upgrade of assignors.  Works in conjunction with the SDI for the development of assignor training programs. Develops and submits an annual operational budget for the registration and administration program to the State Referee Committee.

 

 District Representative Overview

Represents the voice of USSF Certified  Referees, Instructors, Assessors, Assignors and all USSF Sanctioned and Affiliated Adult and Youth Playing assocations in their district to the State Referee Committee with full voting rights on the committee.

Appointment

1.      Appointed by State Referee Administrator

2.      Reviewed by the State Referee Committee.

3.      Shall be subject to an annual performance evaluation conducted by the SRC.

Responsibilities

  1. Represents their appropriate area at all State Referee Committee meetings and functions with full voting rights.
  2. Assigned tasks as needed by the SRA and Directors.

STSR announces the Referee Scholarship winners for 2015.

Congratulations to Nicole Lee and Parker George for being selected the 2015 STSR Scholarship recepients.
We wish them great success in pursuing their higher education degrees at the college of their choice.

STSR announces the Referee Scholarship program for 2015.

STSR will award two scholarships in the Summer of 2015, to seniors graduating spring 2015. Scholarships are one-time only awards. (scholarship recipients may not reapply for future years) Click here for full scholarship program description.

Scholarship will be merit based, not need based. (no family financial information will be collected)

Each scholarship will be $1500.

Scholarships may be used for 2 or 4 year programs. Scholarship recipients agree to provide
STSR with proof of enrollment (copy of tuition/fee bill or letter on school letterhead from Registrar’s office). Checks will be provided to scholarship recipients upon documentation.

Raymond Lalgee appointed as our new State Referee Administrator and SRC Chairman by TSSAS and STYSA Presidents.

Raymond Lalgee has accepted the appointment of SRA and SRC Chairman made by TSSAS President Pascal Piazza and STYSA President Chris Delay. This appointment has been accepted by US Soccer in Chicago and is effective immediately.

The State Referee Committee wishes to thank Robert Mohler for his interim service as Acting SRA and SRC Chairman from January 1st - February 26th.

"The State  Referee Committee is also saying a big ”Thank You” to our former SRA Steve Eells, who has served with distinction in the growth and development of our State Program for Referee Development. We are all indebted to Steve for his leadership and tenure with STSR. "

Steve Eells steps down as STSR Chairman and State Referee Administrator as of December 31st, 2014

From Steve: I have thoroughly enjoyed the last eight years of this assignment, and have always considered it an honor to represent the membership of South Texas Soccer Referees. I thank the presidents of TSSAS and STYSA for the faith in appointing me, and all of STSR for their support and encouragement. The referees of Texas South are clearly the best referees in the nation! An announcement will be made once the appointment of the new SRA is complete; if needed, our State Director of Instruction Dr. Bob Mohler will be acting SRA beginning January 1 until the announcement is made. You will be able to contact him at sra@stsr.org if needed.  See you on the pitch!
