Fitness testing is required for State Referee Registration, promotion to Grade 7+ , requesting Formal 7+ or State (Grade 5 or 6) assessments, to officiate for Youth and Adult State or National Cup Tournaments or to request STSR support in officiating outside of the South Texas area. It is also required for Emeritus Referees wishing to officiate at a higher level than Grade 7 games.
STSR conducts two types of Fitness Tests:
State Level Testing - Grade 6 , Grade 7+ , Referee Travel Notification or Emeritus
State 5 Level Testing
- for Grade 5 Registration or for eligiblity to officiate
Professonal Soccer Referee games
Fitness test results are good for 12 months (365 days). A later fitness test result will replace an earlier fitness test result (even if the later was a Fail and the earlier was a Pass). The exception to this, is that a Failure at a State 5 level fitness test will NOT remove a Passing result from an earlier State fitness test.
For State (Grade 6 or Grade 5) Referee Registration purposes a fitness test must be passed within the registration period for the Badge Year. For example for badge year 2017, the registration window is July 1st, 2016 - June 28th, 2017.
The State fitness test is used for promotion to Grade 7+, eligibility for formal assessments, registration as a State Grade 6 Referee, eligibility for Youth and Adult State and National Cup Game assignments, STSR support to officiate out of the South Texas area and for Emeritus Referees wishing to officiate matches above a Grade 7 level.
The State fitness testing is scheduled in one of the major cities within each STSR district during the fall (see below) . Each area may also optionally schedule fitness testing during the Spring months, depending on the needs of the district.
Each fitness test has a capacity of 24 runners. If a fitness test fills up, an additional fitness test will be scheduled on the same day, or another day. As long as scheduled fitness tests in the district keep filling up, the district can continue to schedule additional fitness tests. However once a fitness test is scheduled that does not fill up, no more fitness tests will be scheduled within that district for that season. Fitness tests are held in the following cities:
Fall Fitness testing months are September-December. Spring Fitness testing months are March-May. Fitness tests will be on different weekends in the districts so that if someone cannot attend a test in one city, they can travel to another city.
STSR reserves the right to schedule State or State 5
fitness tests for special events, such as Youth
Regional Competitions, State Cup Tournaments, STSR
Academy group, etc.
The fitness test usually lasts about an hour and is held at a Stadium, Park or High School track.

Game Assignments
The State 5 fitness test will be held on the weekend before Thanksgiving each year. For 2016, this date is November 19th. This test is usually held in San Antonio, but Austin and Houston are alternative locations. It is an advanced test using the FIFA Referee and AR requirements. STSR has set timing requirements more stringent than US Soccer .
This is a difficult fitness test and it is highly recommended that you train for this fitness test well in advance. Those that are planning to progress to National on the Referee track, should run the Referee Grade 5 Fitness test. Those that are planning to progress to National on the Assistant Referee track shold run the Assistant Referee Grade 5 Fitness test. Males must run the Male version of the fitness test. Females may run either the Female version or the Male version of this test.
A passing result at this test can be used for PRO game assignment eligibilty, Grade 6, Grade 5 and Grade 7+ Assessment and registration requirements, and STSR and USSF Developmental Academy Group requirements, National Candidate Portfolios and special match requirements.
A passing result from this fitness test will replace Pass/Fail results from previous State 6/7+ or State 5 fitness tests. A Failing result at this fitness test will NOT replace an earlier Passing result from a State 6/7+ Fitness test. It will however replace a Passing result from a previous State 5 Fitness test.
The following is a reference to the State 5 Fitness test timing. The full US Soccer test definition can be found here. Please note however that STSR has set more stringent timing requirements than US Soccer.
The fitness test usually lasts about an hour and is held at a Stadium, Park or High School track.
